It’s called “Determined”. You get it by earning certain Spartan Assault achievements and then inputting a special code on Waypoint.

Oh neat I saw this briefly the other day and wondered if I was A) hallucinating or B) seeing a bug.
Shame I’ll never get it, but this is the price I pay for integrated marketing at a giant software company.
Regardless, it is totally cool looking.
