The eleventh hour (the first element) is a bible reference, it refers to the time in which even late in someones life they can be accepted into the kingdom of Heaven and in the second coming of Christ.
This gave me tears, this secret message is eerily creepy. Along with elements that the game contains which tie into religion.
Then we are given 4 elements,
the first is xenomorphic element - this means alien
the second is the martial element - warlike
the third is provenance element - the beginning of time or our existence
the fourth is primogeniture element - firstborns, birthrights, or in other words refers to the people born into wealth or power.
This secret message, may be telling us of an end of the world scenario. In which the second coming of Christ happens, and many bad things are to come.
This is a very deep message. They state that we all hope that our history is known, if there is a history. Meaning, all of us, dead?
That is my best description / analysis / decoding of the message.

Well humans are next to be tested for the mantle by the precursors or one of the species they created or the flood . I have a feeling that something is inside requiem itself other than the didact.

I really don’t think it is related to the game, I could be wrong but I have a strong feeling it is not.
I thought this message was more to do with the time around Forward Unto Dawn? To do with the insurrectionists, and contemplating how the War would be seen to future humanity.
Nice find! One thing I’ve always loved about Halo is that it is filled with allegory, a lot of which is biblical - almost gives you the feeling of an Indiana Jones movie. I’ve always thought when you tie allusions from famous literature and cultures, like Dante, T.S. Elliot, the Bible, the Romans, Greeks, etc, it adds another layer of meaning to the story.
I think Halo 4 might make a lot of references to the Bible, particularly Revelation. A major theme of the original trilogy was salvation and redemption - John had to come save humanity, you had the “believe” ads, and so on. With the “an ancient evil returns” and all the talk about Forerunners, and maybe some Precursor legacy, coming back, it looks like a big theme is going to be “second coming” and “judgement”. Ironically, this might mean the Bible contains Halo 4 spoilers lol
The message is likely simply wondering what future generations will think of this war, which is most likely the Insurrection, and whether the end of the war will bring peace, or more violence. The elements are likely all separate messages, the title of this one, Eleventh hour, likely refers to the end of World War 1, which was on the Eleventh hour of the Eleventh day of the Eleventh month, which would tie into the message as it’s about what will happen after the war ends.
The next 4 Bulletins, the last of which landing 11/7, will likely have hidden messages as well, which will be elements 2, 3, 4, and 5.
