You mean Alpha Halo (04)? Because Delta Halo is the one in Halo 2, where there definetly is an Arbiter, as you play as him through a large part of the game.

But you’re right, canonically, it is impossible. But, it is most likely an Easter Egg… possibly pointing to Halo 2 Anniversary?
