I started up the game, got the message about new DLC, was curious as to why it wasn’t prompting a download.
Went to War Games and saw the Crimson playlist and selected it, it prompted me to go to the marketplace, so i did. I saw the DLC but decided to scroll down and noticed something extremely odd.
Rather than show a tick indicating that the war games pass had been purchased, very clearly it showed a price of 2000 Microsoft points. Becoming concerned I went to my download history and re-downloaded the pass. Repeated what I did earlier, same result.
Also selecting it to try re-download it in-game is pointless, it WILL charge you again so don’t bother.
Not sure if this is the cause of the problem or not for not being prompted to DL the DLC, just thought I’d share this strange occurrence.
TLDR;
Even if you’ve DL’d the War Games Pass the in-game marketplace will say you haven’t. This could be just me so it’d be nice for others to check as well.
I mhaving a similar issue, i have the Map Pass, and it also prompt me to go to the in game store to dowload it, thing is… when i got there their was nothing but the original background themes avatar items and gamerpirc, no new map pass, no anything, i tried reinstalling the game, re downloading the map pass, and restarted my console and router many times, with no luck.

That would be the actual in-game marketplace at the menu screen.
If you were to go to the playlists and pick Crimson a message will ask if you want to go to the marketplace, select yes and you’ll get the full market
I am having the same issue. I have LE edition of Halo 4, but I still cannot download Crimson Map Pack without “purchasing the maps.” I tried from the marketplace and while playing Halo 4 as well, same issue. Help!
