I know I remember 343 and Microsoft expressively pitch the battle pass as “ purchase one time and you never buy again? [battlepass does not expire] This is what is going to be delivered right? Can anyone please shed some light on this one please

No. When they said your battle pass never expires they meant just the pass. If you buy season 2 you can complete it anytime. Even after you buy season pass 4.
You will have to purchase each pass, but if you have not finished it when the next drops you won’t lose it. You can return to it or any others you’ve bought.
