Would 343 even implement something like that at this point considering how low the PC population is?

People are drastically underestimating the proportion of PC players and overestimating console players. Either way, splitting the population between PC/console in addition to the already existing KBM/controller split and adding more and more ranked and social playlists all while trying to balance SBMM (which is necessary BTW) is not in the game’s best interest.
