Regarding the question, I personally don’t care 
As long as the lore is somewhat consistent.
The Prototype from Halo Legends was more like what a Titan Fall mech is. Cyclops and the Mantis are both more of an power armor than a mech. I think what the OP is trying to point out is the lack of perceived ability between the two. One seems nimble and agile while the other seems stiff and ineffective. Obviously its for game play reasons but its fun to think about.

Yes and has the firepower and throw Warthogs if wanted to and maybe a way that multiple cyclops can pick up Scorpions and Wraiths.
