The Silent Shadow armor is more experimental in nature but I’m willing to bet their subdivision was around before they encountered Humanity.
And the reason it looks so similar to Spec-Ops is because it is a subdivision of Spec-Ops.

Maybe, though it has already been shown in Halo: Evolutions and Halo: Tales from Slipspace.
