example: Spartan height=1.0
Elite height=1.25-1.4

Put it this way, most cover is designed for a spartan so an elite would be vulnerable to extra damage when in cover. Also, on an elite, there would be more chances for a spartan to hit the elite so the only way that seems practicle to balance it would be to give elites extra health

May be they should me cover higher then due how low it is you say for it being designed for Elites.
