If you look at the bestarium, the Sangheili were one of the only species to become space faring without assistance. Elites have the smarts, and 'Telcam is trying to do it the right way so in case anything else happens, they are completely and fully independent.

I play as a Spartan most of the time but I enjoy playing as Elites. I loved 'em in Halo CE and loved playing as the Arbiter in Halo 2.
While I do agree that the hit-boxes in Halo 3 were quite troublesome, it was nicely fixed in Halo: Reach.

We don’t know how long it took them to get there. Also, independence is not good enough.
They have to build an entire industrial and service sector from scratch, and create a brand new workforce. This is going to take years. Then they are going to have to rebuild their fleets, which will take even longer. The level that they pull themselves up to at the end of it will be lower than what they were in the Covenant, because they would have to rely on Sangheili labor rather than slave labor. This will drive the cost of R&D, ship building and weapons construction up to the point where they won’t be able to field nearly as many advanced assets as they once were. Their ships will be weaker; their fleets smaller and I doubt that all their warriors will have powered armor and plasma weapons anymore. The trade-off would be far smaller fleets and armies if they wanted all that advanced stuff.
The point is, is that they will never be able to catch up with Humanity on their own now. That time has passed. Their fate depends entirely on how vindictive, or not, Humanity is feeling, as Humanity could easily wipe them out in future if it wanted to. (NOVA bombs anyone?) The Sangheili could either sue for peace and stop provoking the downed lion (Humanity) and survive, and then join the galactic community as equals when (If) the opportunity presents itself, or be left behind forever. (Or wiped out if Humanity says no, or if the Sangheili keep provoking it) Thel realizes what Phillips said to Jul; the balance of power has changed, and it won’t ever go back to the way it was. The Sangheili have no power anymore, and so long as they remain enemies/opponents of Humanity, they never will get any back. Sure, they might get lucky with their rapidly deteriorating society and pull themselves up, but the level they will do so at will be lower than Humanity and will probably always be that way. So no matter what they do, if Humanity decided to wipe them out, it doesn’t matter: They would still be doomed, and no amount of preperation would save them at the end of the day. At least Humanity has not turned around and decided to wipe them out, nor does it look unanimous that they intend to do so, which gives the Sangheili a chance to survive and regain some dignity and power in the galaxy one day. Thel is taking that chance, because it is basically the only chance they have got. Also, no indication has been made that Thel does not intend to make Sanghelios independent, nor that he is not preparing contingency’s against Humanity possibly striking back. He is just also trying to make sure the Sangheili have a place in the galaxy’s future, whilst 'Telcam’s alternative would lead to , like I said previously, a very bleak, relatively stagnant and isolated existence. (If they are lucky)
Relatively stagnant in this case means that they won’t advance nearly as quickly as Humanity or the rest of the galaxy. Cutting themselves off from the clear advantages that Forerunner technology offers when the rest of the galaxy, including the Brutes, has no qualms about using it is incredibly short-sighted and the sole reason why ‘Telcam’s vision of the future is bleak. The Sangheili will just be re-asserting their tier 2 status when the rest of the galaxy, through study of Forerunner technology and co-operation, has rocketed on so far ahead that the Sangheili can’t even see them. In relation to the rest of the galaxy, they will be stagnant, save for their own slow advances.

Their ships will be weaker; their fleets smaller and I doubt that all their warriors will have powered armor and plasma weapons anymore. The trade-off would be far smaller fleets and armies if they wanted all that advanced stuff.

Thel is taking that chance, because it is basically the only chance they have got. Also, no indication has been made that Thel does not intend to make Sanghelios independent, nor that he is not preparing contingency’s against Humanity possibly striking back. He is just also trying to make sure the Sangheili have a place in the galaxy’s future, whilst 'Telcam’s alternative would lead to , like I said previously, a very bleak, relatively stagnant and isolated existence. (If they are lucky)

How quickly the sangheili advance, the fact that plasma weaponry is made on Sanghelios which I would believe they won’t run out of, how 'Telcam plans to balance the relationship with ONI, the fact that that Thel sees zero threat from humanity and would let them walk all over him should they choose to do so, etc.

I was wondering how long it would take someone to realize haha (Also they were used to teach patience.
Anyways the center will only be about 1-2 inches large so a message might not fit in there…

Ugh, I need to reread Glasslands.
I think that Thel’s way is best; rebuild, then worry about the humans, but in the meantime, don’t start another pigheaded war, which would probably lead to the destruction of one or both of the species.
I don’t believe that Thel sees zero threat among Humanity, but, like I said, I need to reread Glasslands, so I can’t be sure. But if he is smart, which Thel most likely is, he will see that the Alliance with Humanity is very delicate. He just wants to prevent another war.

As a side note, do you think it would be good to allow you to create separate colors for elites and spartans? what looks good on an elite doesn’t always look good on a spartan, and vice versa. I would suggest allow separate emblems too, but that might get confusing…
I really think brutes would not fit matchmaking unless they are in their own special mode, or unless elites are treated the same as they are in Reach, and brutes would be treated in the same way (different stats and everything, matchmaking playlist/team determines your characters model, etc.)
Even though I never play as the elites I certainly feel that halo wouldn’t be halo without them. 343 plaese put in a playlist with elites like elite CTF, or elites slayer like in reach. That would be awesome!

I have a feeling Sangheili will be in Halo 4. However, now they are separate from the Covenant (which have also been confirmed present) I do not know how large of a role they will play.
Also, with this new approach to Multiplayer as in fictional links and the reasoning behind Red and Blue I do not know if 343i want to avoid any sort of interference with Sangheili for this reason.
In reference to some of the posts I read, I think its a tad extreme to not buy Halo 4 just because there are no playable elites. Sure there’s an ever growing community of elite players but missing out on the entire experience because you can’t play as them seems a bit crazy to me. Just my opinion on the matter, more power to you all if they are included.
