You’re assuming that they would use the existing Campaign/Warzone model. If they decided to include playable Elites and wanted them to be distinguishable from AI, they’d have to make a new one from scratch and animate it (1st- and 3rd-person), create a new HUD, etc.
What’s more is that even if they used the existing model, they’d have to do more than add a few 1st-person animations (which is in itself more time-consuming with the new abilities taken into account). Both 1st- and 3rd-person animations would need to be made and coded for every weapon (third-person animations already made for Campaign would have to be evaluated on a case-by-case basis, considering how each is held/used). That means 1st-person animations for equipping, firing/swinging, reloading/overheating, meleeing, and zooming with each weapon AND various 3rd-person animations (consider that Elites don’t carry most weapons).
Then there’s the can of worms that is the player movement mechanics. Whether using the existing model or starting anew, a fair amount of work would have to be done to allow the player to sprint, slide, clamber, stabilize, thrust, shoulder charge, and ground pound. There’s also the need to operate non-Covenant vehicles. Lastly, there’s some consideration for customization options like armor permutations and assassination animations.
What do you define as a “small team” and how did you figure the time frame of “about a month, probably less”? I’m not trying to sound hostile or anything, but I hate when people don’t get something they want and talk about how easy it is, how little time it would take, or how worthwhile it would be without even knowing what the devs already have on their plate.
