Well my main thing is that the Storm doesn’t represent the main governing force of Sanghelios and therefore in halo 5 (presumably) there will be elites fighting them along side UNSC leaving the floor open to them in MP.
But for all they know the flood were killed on the ark and are out of the equation, sure they might suspect they’re still out there, but ultimately they would not be doing training exercises focused on them while they have a more pressing threat to deal with such as the covenant.
