I would want everything Pre-Halo 4 possibly, but only if Halo 5’s weapon variants/attachments are excluded and only pre-Halo 5 vehicle variants are included as vehicle variants 
I’m sympathetic to the "let’s have all the sandbox elements from every Halo ever!" idea, on the gut level. But when I stop to think about, I think they really need to scale it way down from Guardians and get back to a Halo sandbox that feels at all manageable.
I don’t think there’s a ton of evidence to support the idea that the Halo formula works particularly well with more than seven or eight weapons per faction, per game. As far as vehicles go? A few variations of land vehicles per faction (2-3) and maybe two air options (not sure if I actually believe this is a good idea or if I really just want the Hornet and the Falcon in the same game badly enough to distort my logic).
Realistically I think the games have been at their best when the sandboxes have been smaller. It makes for a more balanced and better self-regulating game.
As far as a new portal type gun being implemented? It’s possible that it could be a great addition, and I think that 343i adding a little something to a smaller and more manageable sandbox would really make the addition stand out more and push them into giving it the proper amount of time and attention. I don’t know if it would work too well with Halo’s established gameplay elements, but if they were confident enough to put it in Infinite at launch I’d be eager to try it out. Certainly, the community would put it to good use somehow in Forge and Customs.
I would love to be able to spawn enemies!
I would like a rocket launcher that can shoot rocket launchers that can shoot rockets.

I’d love for the Shadow troop transport vehicle from Halo 2 to come back. Not only that, but it should be fully usable for the player. It’s faster and smaller than the Elephant from Halo 3 but still large enough that it could be a fun mobile base for team-based game modes like Oddball, CTF, and VIP. Maybe make the main turret a plasma beam weapon so it’s actually viable in multiplayer.

I agree. I’m surprised it was undriveable and confined to one mission throughout all the titles, though that may be due to time constraints (especially considering 2’s development woes). It’d be a nice throwback to games of old.
I would like the ability to spawn NPCs and give them a set of commands, directives or etc. about 3 or so years ago modded mine to spawn campaign NPCs, so I would like to spawn NPCs without modding your console or pc.
It would be really cool to have a useable jackal shield in campaign and custom games
