RX 580 Campaign is Completely Unplayable - An Appeal to 343

To start with, I play many modern titles just fine… sometimes in 1080, others in 1440. Nothing spectacular, typically medium settings but always nice, smooth 60 FPS or better on any of my monitors.

My Specs:
Ryzen 3700X 8-Core
32 GB RAM DDR4
RX580 8 GB

However, I’ve been troubleshooting for days now because once I had the “step out” moment in the campaign, the frames dropped to an extremely choppy 30-40 at best and never recovered. The beginning “interior” stages of the campaign ran smooth as silk and I didn’t even consider what the settings were… it just looked that good.
In the open world on the Halo ring, it’s absolutely abysmal.
-I have tweaked, turned off/on, turned to lowest, etc… every single setting possible in Video and UI menus… no change.
-I’ve rolled back my drivers with a fresh install of that “SupER HaLo INfiNITE DriVEr” Adrenalin version released by AMD back in December… no change.
-Revert back to (after cleaning previous drivers and fresh installing again) newest drivers once more… no change.
-Physically unplug my multi-monitor workspace (Note: I only play on one at a time) and try each monitor 1 at a time… no change.
-Removed “High Res” pack from Infinite DLC and fresh re-install… no change.
-Verified Infinite Game Integrity… no change.

And also note, every time I’ve got the game running, in the open world, no matter what’s happening on screen, even if I’m just looking straight down doing nothing… GPU is absolutely MAXED at 100% on 3D usage even though Menu says “Oh Your’re Only Using 2.76/8 Gb” which is… meaningless at this point as the GPU is maxed out on these absolute lowest settings, even the resolution is absolute lowest it will go.
CPU is taxed to only about 20%
RAM is only used at roughly 7/32 GB.

I am an absolute Halo die-hard as far as campaign and lore goes having read nearly all the novels, and of course played all the games, tbh, some of the gameplay moments leading up to this mess were giving me serious “ODST” vibes in how atmospheric it felt… aka I was absolutely in love.

But this mess, with optimization. It’s miserable and needs to be fixed.
