I hope he plays a big roll, but I want him to whip out some wicked sangheli moves, in H3, he played like chief, except for turning invisible. I would like him to be faster and jump higher like elites on reach, but still be the Arbiter. Thoughts? or Opinions?
I think him, along with his loyal followers, will be an ally of the humans against this new threat.
As long as he has a minor role, is unobtrusive to the story and gameplay, and is not a playable character I can deal with him in Halo 4.
He has gone back to his home world my friend. Although he might play a role in the game, who knows?
As of Glasslands, he’s taken on a political role. He probably spends a fair bit of the aftermath of the war trying to maintain peace between elites and humans.
That said, this is five years after the end of Halo 3. Whatever has happened (and assuming he’s alive), he may have the time and interest to assist the Chief. After all, they must have a sense of brotherhood after what they went through together, and knowing that he’s alive and fighting would probably be quite encouraging for him.
I don’t expect him to be in Halo 4. Maybe Halo 5 or 6. I doubt Chief’s going to swing by Sangheilios to pick him up, so he’d show up in reaction to Chief returning.

I think that the sangheli would know about this new enemy and would eventually find Chief. I don’t think the arbiter (or his sangheli buddies) would find out about this new threat, and not do anything about it, unless after 5 years, the sangheli still don’t haven army being built back up.
