Returning to previous locations in Infinite's campaign

I just finished the campaign, and I’m a huge sucker for 100% running Halo games. I’m currently trying to collect all the skulls that I missed on the first playthrough, but can’t seem to use the elevator to go back down to Foundation. I’m not sure if I’m oblivious and blind or that we aren’t supposed to return there, but I’d like to collect my skull.

If anyone has information regarding returning to previous mission locations, let me know so this thread can help others find their way back.

You can’t return to previous golden path mission locations. You have to start a new campaign

Garbage game design flaw if true. Starting a whole new Legendary campaign over one missed skull

Oh its 1000% true you cant even go back to the top of the first tower even with the grapple

You don’t have to do it on legendary. The skulls don’t change based on difficulty

Not really my point, just that you can’t 100% the campaign if you miss anything, you’d have to restart your run
