This has been a problem since the first or second Halo 5 update. I will be online and able to party chat, join matches, and play customs but unable to access my REQs in anyway, thia includes points and packs as well as collections. Any plans to fix this? Anyone else have the same problem?

A hard reset usually works in the short term.
Ya, this is a thing. it usually doesn’t last more than a minute for me. I have had it royally screw up in the past on WZ. I couldn’t req a single thing all day. But that was a good while ago. You could try just restarting Halo if you haven’t.
