I bought the greatest hits customization pack, but when I got back into the game it took 5 minutes to load the pack and when it was done loading it said and keeps saying “REQ service unavailable”. I just really want to open my pack that I haven’t got yet, and I fear I will never get it. P.S. I paid the $10

Contact Microsoft. They might not be able to get the pack to you but you can try to get them to reimburse the money spent for it
Try restarting your internet router. Sounds like a profile sync error. You can also check your REQs on Waypoint too.
Ask for refund or try HaXoR73’s solution.
