I believe the Req system is flawed but can be fixed. First off add specialized packs for example an armor pack or vehicle pack. The armor pack would give two pairs of armor and two helmets. The vehicle pack could give one certification and assorted vehicles. Likewise with weapons. These could be further divided into categories such as a bronze armor pack giving common while the golf offers 3 sets of armor and helmets. Same with the other packs. This way we could get what we want and not grind so much for certain things we want.
