It’s better to grind out the REQ system rather than buying your way through. Most of the items - say for some items - are available just by buying REQ packs in the game.
Bronze (1,250 RP) - contains Common REQs with a chance at a permanent unlock.
Silver (5,000 RP) - contains Common to Rare REQs. 2 REQs will be permanent unlocks, if available.
Gold (10,000 RP) - contains a large amount of Uncommon to Legendary REQs. 2 REQs will be permanent unlocks, if available.
The Bronze-Silver-Gold method is the most common and fastest way to unlocking everything in-game, though some actually start out with Silvers (before moving onto Gold) instead since they guarantee two permanent unlocks at once as Bronze only gives you a chance of a permanent unlock. Even so, grinding out everything can take several months to complete.
The REQ Packs allow you to unlock various things…being cosmetics for your Spartan (Helmets, Armors, Visors, Stances, Assassinations) or Vehicle/Weapon REQs. The Vehicle and Weapon REQs are used in the Warzone and Warzone Firefight game modes.
For example, let’s say you have a warthog REQ card, if you are in Warzone/Warzone FIrefight and you reach the needed REQ level in that round, you can essentially use that card to spawn a Warthog on the battlefield for you to use. Same thing with the weapons. Like if you have a Sniper Rifle REQ, once you hit the required REQ level in the match, you can go to a REQ station in the level and spawn yourself a Sniper Rifle in one of your weapon slots. Now, you can increase your REQ levels in the match by getting more kills/scoring more points. The more points you have, the higher your match REQ level and the better REQs you can summon/spawn. Like, you can’t summon the higher ranking Scorpion Tanks (like the ONI Scorpion) until like REQ level 7 in the match. (my numbers may be off but you get the idea.)
The REQ system itself is based on an RNG system, so the items you get from the REQ Packs when opening them are randomly selected. Though the type of REQ Pack determines how many REQs you will get from that pack as well as their rarity. Meaning a Gold Pack with provide you with a larger amount of more rare REQs than a Bronze would. Though something like a Gold Pack will guarantee you 2 permanent unlocks (cosmetic items) though those 2 unlocks are also randomly chosen.
Now, wither or not you actually want to pay for them or not is totally your decision. Some people say that it is a waste to spend real money since the REQs are RNG based so you could end up paying a lot of money trying to get certain REQs you are trying to get specifically. While other people don’t mind paying. For one Gold Pack, you could pay 10,000 REQ Points in game or a few bucks of real cash. For the people who can’t/don’t want to waste time grinding match after match building up REQ Points, they see paying real money as a faster and easier solution to unlock REQs. Some people see the REQ system as a “Pay-to-Win” system because people who pay more cash could easily stock up on more REQs than a person grinding them out could, but in all honesty, it’s not the case at all. Yea, being able to spawn better REQs in a match can improve your chances of winning, they don’t guarantee a win since people could easily kill/hijack you and take the vehicles/weapons you just spawned in.

Well, I’m a stingy one. So I’d say keep the cash and grind. It’ll feel a lot better when you get everything.
Anyway, I’m going to try to be comprehensive with my explanation.
The REQ system is an RNG based system that unlocks weapon certifications and cosmetics. Because of its RNG based nature, there is no predictable way to see what you’ll get at what time. There is a general trend of receiving more common things first because of their prioritized weighting, so don’t expect Legendaries before rank 70 or so.
Getting deeper into the packs, let’s start with Bronze.
Bronze packs cost 1250 RP, and they won’t give you anything higher than common. They don’t even guarantee you a permanent REQ item. If you want my opinion, avoid these.
Silver packs cost 5000 RP, and give everything from common to rare. Open these until they refund you two 1500 RP cards.
Gold packs cost 10000 RP, and will give you uncommon to legendary items. Open these when you have everything from common to rare, and keep opening them even after you have all of the standard REQ pool.
The REQ system will never give you duplicate REQ’s, so once you get a permanent REQ you won’t get it again.
Like BenTennysonOMNI mentioned. Skip the Bronze and buy Silvers your guaranteed 2 unlocks per pack. I used to save req points until I had enough to buy 3 at a time. After unlocking about half of them I started buying 3 Silver and 1 Gold at a time so I would have higher level weapons and vehicles to play around with.
It’s best to grind out points to get the packs with. Buy silver packs till they refund two 1500 point req cards instead of unlocks then go to golds. You want to do that because there is silver level items in gold packs so why pay gold level price for silver level unlocks? But golds will refund two 3000 point cards when you are done with those . Req pack grind is very long as the req system is really bloated. Buying packs is ok IMO it’s 100 percent up to you. The only things not in the req system and is buy only is the classic helmet pack, HCS stuff, and HCS team stuff. There are a couple earnable items that aren’t in the req system like Achilles and Timmy the whale helmet as well. I attached a pretty good video to watch.
Other people have explained the system well. Only thing I’ll add is to highly recommend not spending any money on packs. It’s only going to encourage MS to force that crap in other games and it’s going to leave you wishing you spent that cash on food or another game.

I think the only time someone would spend money is to gift out packs to their friends and teammates. I’ve actually done this myself with a whole bunch of Classic Helmet packs and my recipients were very, very happy. Besides, it feels good to give gifts.

Sure, that’s a nice thing you did! I’m talking more about a general case of using cash on gold or silver packs just for the hell of it though. System is literally a Halo-themed virtual casino.

I actually enjoyed the REQ system. Besides, paying for the REQ packs is a choice. It’s not like 343 forced it on you. Some people don’t have the time to put a lot of time into a game to unlock stuff because they have family or work to deal with. The fact people had the option to pay money in order to unlock things faster is good for those who don’t have the extra time.

this. you can start with bronze but after 20 to 30 of them the chances to get new unlocks drop. Then silver ONLY. Untill there is nothing from theyre rarity left. you will know when you get two 1500req points cards instead of new unlocks (this can take a few months). from then on its gold packs only 4 ever.
Here are some numbers to supplement what others are saying:
If you go the silver–gold route, you will have to buy 290 silver packs, which cost 1.45 million req points, and 214 gold packs, which cost 2.14 million req points in total. You’re absolutely guaranteed to get at least 2 permanent REQs in each pack, but sometimes you can get an emblem as a third item. Overall, this would cost you 3.59 million req points.
You can try to save some points, however, by taking the bronze–silver–gold route. Bronze packs may give you one common item, so at the minimum, you would have to spend 147500 req points on 118 packs. Then you would have to buy 237 silver packs and 214 gold packs, like with the above route. At most, this route would save you 117500 req points. However, the probability of getting a permanent REQ in a bronze pack can be really low. On another account, I found that after buying 10 sets consisting of 96 bronze packs in total, the probability of getting permanent unlocks significantly decreased over time. I started with a 70% success rate and ended with a 10% success rate, ending with an average probability of 41%. I also got almost no customization items. You could benefit from bronze packs, but stop at 118 packs to maximize your savings.
