How do i open earned req packs?
If you mean via Waypoint, you can do so via your service record here 
- Go to your profile, scroll down and click on Service Record next to Halo 5 - Click on Requisitions from the menu at the top of the page - From the top menu again you can view, open and buy REQ packs
