Even with gold REQS…Is it just me or do I never receive the amount of uncommon or rare items from gold reqs when I earn them? Heck half the stuff I don’t even get cosmetic items…I just get common stuff I already have, same with the the warzone bundle I just bought…they didn’t give me anything rare really…just common items.
If they handle it like other games with similar mechanics, they probably have a “loot bucket” method, meaning the more REQ packs you open and items you get, the higher on the bucket list you go, and the better, rarer stuff becomes more likely. This usually involves a fair amount of grinding if you’re just looking to accumulate cosmetics, but for folks who are going to play MP anyway, the REQs are icing on the proverbial cake.

Your not the only one. I’ve opened up around 20 gold packs so far and havn’t recieved anything to wow over. I’m sure they’ll rebalance it once they have their own data and feedback from the community. It is very frustrating though.
Keep opening garbage silver packs, you’re guaranteed two permanent items. Every “trash item” you unlock the odds go up for you to get the epic stuff. Eventually once you have all the garbage you’ll get nothing but rares. Its just time consuming.

To fix that you need to open more low-level packs to get certifications for other weapons and vehicles. If you only have a couple of certs you’ll get TONS of those items, in your case mongeeses.

This really needs a topic because it’s true. Plus it means the odds of you getting a mongoose become the same as getting a railgun or any other common item from the level packs once you have more than just the starter commons unlocked

As StarGeezerTime said, it’s a system where the more certifications you get, the more common they become and then you start getting better loot.

Been buying silver and starting unlocking some nice cosmetic stuff and an assassination, but still waiting on my DMR!

So with this being true, it is best to open Silver packs first to unlock all of the garbage common/uncommon armors, and save up my premium packs, then open the premiums and unlock good armor?

Yeah they do. You just have to unlock a lot. I love my Helljumper 
The most efficient way too unlock common permanents is to buy Bronze packs. Then move to silver for Uncommon, then Gold for Ultra Rare and Legendary.
If it is a truly random system, then there is a chance, a small chance mind you, that you will never get a rare item.
There needs to be a disclaimer with buying gold packs when you first start: “WARNING, you might want to get some certifications in silver first before just buying gold packs and getting screwed over.”
