I believe those are Legendary weapons, so you can only obtain them through Gold Packs. Or certain playlists to use (not unlock).

No, you can get any equipment at any point in the game, regardless of what equipment you currently own, by buying Gold packs and keeping your fingers crossed / hoping for the best. That said, it’s not recommended you do that (see below).

It took me until SR82 I believe to unlock everything in Bronze and Silver. Longer (around 100 or so) to get everything in Gold. It’s a grind! Feels super satisfying when you pull it off though.

Not initially, no (strategy below).
As I mentioned in #2, technically, you can unlock anything (say, the Halo 2 BR) at level 1 if you wanted by buying a Gold pack and getting lucky. If you consider yourself to be a casual player who periodically might do some Halo 5, but doesn’t actually care about unlocking everything in the REQ system, that’s a fine way to go. But if you DO want to unlock everything in the REQ system, you want to start at Bronze, unlock everything there, then go Silver, then go Gold. Here’s why.
In every pack (besides Bronze, more on that later), you get two permanent unlocked items. They can be armor, assassinations, loadout weapons for WZ, etc. It’s luck of the draw. The odds of you getting a Halo 2 BR from a random Gold pack, therefore, are pretty slim, and there is hundreds of items to unlock in the REQ system.
REQs range from Common, to Uncommon, to Rare, to Ultra Rare, to Legendary. Bronze will only give you Common REQs I believe. Silver will give you Common to Rare if I remember right, and Gold, Uncommon to Legendary REQs. So there’s overlap in terms of rarity and which pack you open. In theory, as a result, you could spend 10,000 RP to buy a Gold pack, and get an Uncommon armor as your permanent unlock, as a result. That sucks because you could have gotten the same Uncommon armor for half the cost by buying a Silver pack for 5,000 RP. Double the cost, same item.
So the way I did it (and most members of the community) is grind Silver packs, unlock everything offered there (all Common REQs > Rare REQs), then grind Golds to the promised land. You’ll know you’ve finished Silvers when, instead of getting two new, permanent REQs, you just get 2,000 RP or whatever back after buying one. It’s a pain, a very, very long grind… but a lot of fun to finish it off. I hope I’ve explained it well. One last thing.
There has always been debate about whether or not you should buy Bronze packs. I’d say no. Others would disagree with me. With Silver and Gold packs, you’re GUARANTEED two unlocked items with each one you open. With Bronze, you are NOT, and have a CHANCE at ONE permanent unlock. To me, even at the discounted 1,250 RP or whatever it is cost, that’s not worth it without ensuring I’m going to get an unlock. I’d rather spend 5,000 RP and know I’m getting that return. People have done the math and say the odds are still in your favor with Bronze packs, but eh, I hated doing that because I always got irritated when something didn’t unlock for me.
