I’m not sure if the most recent update is the first to allow gifting req packs, but the free gold req to gift made it obvious that it is available. I was wondering if there is any way to donate our req points; similar to donating frequent flier miles to Make A Wish. I’m sure that Children’s Hospitals and other organizations that help sick kids get a lot of support from Microsoft Studios, 343i, etc., but if there is a way to help that go a little further by donating our unused req points I’d be interested.
The Monitor’s Bounty update was the first to introduce giftable REQ packs. Right now, gifting only applies to REQ packs bought with real money. Packs bought with RP and REQ Points cannot be gifted. Donating REQ points to charity organizations sounds like a noble idea, though I’m not sure where the appropriate place to get that info to 343i is. Perhaps you should tweet your ideas to the main Halo twitter or to a community manager.
