For those Spartans too lazy to do the math:

11 Silver packs (22 permanent items with rarity “Rare” or lower) cost 55,000 RP
6 Gold Packs (12 permanent items with rarity “Legendary” to “Rare”) cost 60,000 RP

Total packs 17, Total cost 115,000 RP

Well it’s a good thing I have over 700,000 RP.

It is for everybody. I know what you are saying though. Even if you have unlocked everything and get points back from packs, when they release new items, you don’t get points back because they are replaced by unlockables.

I have saved the Loot Crate pack (3 Unlocks, Uncommon-Lengendary) So I only have to pay 105000.

I’ve saved some Daily Log-in’s and Daily Win packs for starters.
