Removing the Blockade

I know people have been complained about the whole stuck at SR-70 and i am not very happy either (since my bro and i split the LE, thinking that the terms of service applied to it like it clearly states it would (letting the DLC count on both our account))

But what i really want to know is when will the blockade be removed? When can i level up past SR-70?
