In all honesty it was probably delayed to create a strategic window for Deadrising 4 to release in December. Fortunately this gives Creative Assembly a chance to polish the game a little more before launch.
Honestly waiting longer for the game to be released better is much better than them releasing a bad, content less, buggy mess.
