Do the SPARTAN IV’s only consist of existing SPARTAN III’s or are there other adult volunteers enlisted into the program? If so, do we know specifically what classification of people are accepted?
The SPARTAN-IV programme consists of former Spartans and adult volnteers. These volunteers are former ODSTs and soldiers if I’m correct.
Unlike the previous two classes of Spartans (IIs and IIIs) where children were kidnapped and replaced by flash-clones by ONI, the Spartan IV program consists of volunteers and soldiers as well as surviving Spartan IIIs.
I would assume the remaining IIs that survived or weren’t crippled by the augmentation process would serve as combat instructors and agents working for ONI while upgrading to the Mark VII Power Armor.
Except for the Chief. He’s too badass to upgrade to a new suit xD.

Chief wouldn’t need a new Suit, he would walk it off without a scratch.
The Rookie should be a Spartan IV, he’s pretty badass for a normal human.

Did you ever watch the last series of Buffy the Vampire Slayer? He played a serial killer/priest in it. First role I ever saw him in and that sort of creepy character stayed with me I guess.
