Where do I go to redeem req codes because I am lost

Hey OP. REQ code redemption is only available during broadcasts of certain Halo events and only while the broadcast is live. During those times you visit halo.gg and you will see a box underneath the stream. Codes are only valid for 5 to 10 minutes, so you need to be quick to redeem them. Any codes released over the weekend there will now have expired.
Hopefully the next big event you can redeem some and get a few packs

It will be pretty well broadcast. There will be at least one blog posts in the news section of Halo Waypoint, they’ll put it on social media, the in-game start screen will likely have a section for it and usually other Halo camera and Xbox send it out via their channels. As to when the next event will be? Nobody knows that yet
