Well, in the lore, the UNSC and Swords of Sanghelios were trying to work with the Brutes still on Doisac I believe (or any of the worlds inhabited by Brutes). Not all of them are bad, they’re just a rough species that prefer to keep to their own. So, it could either be the Banished or it could just be an allied section of Brutes, possibly even just a random band of Brutes.

Also, I may be wrong about the UNSC and SoS trying to ally with them, I’m not sure. All I do know is that the Arbiter and Lasky were supposed to meet with a Brute leader at some point and they were ambushed at the meeting by Jul M’Dama’s Covenant forces.

You might be thinking of Sapien Sunrise. They were the folks that ambushed the meeting between a Sangheili Kaidon and a Brute Chieftain.
