I entered my recon helmet code and it is in to my halo reach armory… But why don’t I have the option to make it flaming? What’s wrong? Please help me

Red Flames or Blue (eternal) Flames?

Anyways, the flames are activated via Armor Effects, not through helmet selection.

The Recon Helmet doesn’t grant you access to the Flames. For that you need to have bought the Legendary Edition of Halo: Reach. If you did you can find the flames under Armor Effects.
