so on the Promethean knight we see some small arms, i have a theory, we know they are not organic, but i think they may be sorta like cryo chamber things, reasons:
we see small arms, when forerunners go in their cryptums we see they are very small and weak in side and just after exiting, could this be what the arms are, just small shrivelled forerunners?
secondly cortana says not organic, but these machine exoskeletons that holds the forerunners could be hiding the life signs, covies cant read life singes from human cryo chambers can they? (im actually not shore on this point, but i seem to remember something in the books?, please say if im wrong about this)
finally the skull, this is not a human skull but looks very similar, but we know humans and forerunners were closely related, maybe the skull acts as an embodiment of a ancilia and lets the cryo sleeping forerunner control the Promethean knights “body”

I can’t really think of what practical purpose they would be used for. They’re too small for anything really. They could be used to grab an opponent in close quarters and bite them maybe. I dunno.
Forerunners are massive, easily four meters in height. When they go into their Cryptums, they don’t shrink, they just become extremely thin/gaunt due to not having any water or supplements.
The arms on the Promethean Knight are way too small to be a Forerunner’s arm, so I gotta say no to your theory, sorry.
They are just normal arms used for what you use your arms for, they look small because the knight is huge, they are probably the same size as your arms.

Not all forerunners are that large only the higher rates. Bornstellers parents were about 6 feet until his dad got a mutation from the master builder then he grew in size.

You mean, his mom was and sister were about the size of John and his dad was either 4 or 6 Meters?
Well seeing as their main arms have guns instead of hands I’d say it’s a pretty safe bet that the smaller hands are for you know…hand stuff.

Yes, his dad ended up being about 11-12 feet after his mutation from Faber.

If I’m not mistaken, even the smaller arms are connected through some form of magnetism; they’re not physically attached to the main body.
