Not anymore. If you didn’t get it back when the Vidmaster challenges were still active or when 343i handed it out to people then you will never get it, unfortunately.
Wouldnt it be possible for 343 to extract the armor from the game files?

As has been said already, Recon can no longer be obtained in-game. It’s not possible to earn and 343 no longer have the tech available to grant it manually to players.
