Reach waypoint armor re-locked how do I fix this?

So I’ve unlocked the waypoint armor on reach a while back and was able to use it while playing on my Xbox one. But now they have all been locked again and I don’t know how to fix this or if there is a way to fix it.

Have you tried signing out and back in again? What about a hard reset of your console (press and hold the power button)?

I have, still hasn’t fixed the problem.
