so 343 said that this latest mcc update the halo reach mod tools would come out as far as i remember and yet there not released, i have looked in the tools section in steam and find nothing so did they delay the reach mod tools again?

In the August Update Preview blog, we stated that mod tools for Halo: Reach were still in the process of being locked down and may come just a little bit later in order to ensure that they are up to the highest possible standard for public release.
This is still the case and Reach mod tools will unfortunately not be making today’s update. But worry not! You won’t be kept waiting very long for this feature, as we are aiming to release it in the coming weeks."

Not that I want this to be the case, but is anyone even modding MCC anymore? Nexus just seems to have so few recent mods compared to when MCC first came to PC. Heck the original Halo CE on PC (before MCC) had more mods than all of Halo MCC does.
I imagine once MCC gets Steam Workshop support modding will likely become more prevalent.
