Halo Reach content unlockable through Waypoint is missing. My Military Police helmet and CQB are blocked since I obtained them with my achievement hit, I have met all the requirements for years.

Maybe because the Old Halowaypoint apps doesn’t work, this year MP server shut down on the 360 version
If I remember correctly, these items can only be obtained by accessing the Halo Waypoint app. This app can only be accessed on Xbox 360, if you play the game on Xbox One, you are out of luck as a different app will open in its place.
In addition to that, there may also always exist a risk that all of the features in the map doesn’t work properly like that the ability to obtain some items from the app doesn’t work.
