As others have said, the reason the santa hat is restricted is because it is very specifically shaped to fit the Mark VII helmet, and fits on Cavillino without too much clipping. As for why those two in particular, Mark VII almost certainly was the original default helmet for Halo Infinite, and still was the default when the santa hat was modelled. Chances are 343 didn’t want to make dozens of variations to fit the other helmets snuggly and so chose to only have it available for the default helmet. However, once Mark VII was turned into an free unlock for a paid battlepass they were then forced to enable it on the new default helmet Cavillino instead even though it wasn’t made to be compatible with that helmet.
The reindeer antlers being previewable on other helmets but not equippable on them is a terrible thing though, absolutely. That one clips on everything anyways, so why not enable it?
Stupid things shouldn’t exist anyways, though. Same for the cat ears and neon visors. Armor effects, Emile’s helmet, Haunted, Hayabusa, etc. Bungie weren’t perfect either.
I say just enable it clipping be -Yoink!-. It’s a Santa Hat. Spartan’s wearing Santa Hats and Reindeer antlers isn’t lore accurate anything, it’s entirely for fans to get into the Holiday Spirit. And why not let them on their favorite armor? Like, look how the Mohawk effect doesn’t work properly on so many helmets, the curved color arc clips in and out of several of them, but they still let you use it. So what’s wrong with letting every spartan show some Holiday Spirit?

There is a rule to goofy items.
If it is designed to be goofy for the purpose of being a gag item, it perfectly acceptable.
After all, the Purrfect Audio earpieces are not actual canon armor.
Basically, if the items are created by the manufacturer of FOTUS or 343 Industries, they are non-canon items that exist as meta-items or gag-items.
However if you are designing something that is meant to be taken seriously but it looks like an absolute joke (half of Halo 5’s armory for example), then that is something that should not be allowed and is quite frankly an embarrassment.
I think the aversion some people have to goofy items is how the game ends up when every player uses them. Personally, using CoD as an example, nothing took me out of the game more than John McClane and Two Rambos gunning down Ghost Face, and every one of them using tracer rounds. And I can understand people not wanting other games to turn into that. But honestly, it’s the Holiday Season, and I doubt many people will be wearing the Santa hat in a month anyways, so in this case I think it’s a non issue.
All that said, I do think you make a fair point. But regardless of canon vs non-canon I think more important is the actual experience.
I find myself to be often the only one with goofy items equipped these days.
When I solo-queue up in matches, I find either base-line cadet players as my allies or someone rocking a more serious look on their Spartan.
Rarely do I find someone equipped with the Cat Ears or Teddy Bear or Bunny Ears and such.
Yeah, I’m not saying it necessarily applies to this game. Just saying that some people aversion to the goofy stuff doesn’t totally have to do with it being canon or not, but rather what the game ends up looking like. Heck, with these being simulations they could do anything and it wouldn’t really break the lore.

Same goes with the Reigndeer headgear and the Neosie snowman helmet that 343 deleted for no reason.
Same with the antlers. This guy and I both bought the antlers because “Try on” previews it on Anubis, and looks great. You buy it, shocker, doesn’t work on Anubis. I feel scammed tbh.

343 could have easily put the Santa hat and antlers on plenty of other helmets. They just didn’t want to. “Try on” doesn’t lie. It’s disabled intentionally.

I really hate what Fortnite turned gaming into. Halo may have it’s art style back. But it’s visual identity was compromised as soon as cat ears came out.

Now this is a strange take.
Halo 3 had “just for fun” cosmetics in the form of Hayabusa being a reference to Ninja Gaiden, the Katana being a neat back-bling, and the Flaming Head that was initially exclusive to devs.
Halo Reach had even more fun stuff in the form of all 7 of the Armor Effects and the fact that Emile had a skull scratched on his visor and that you could wear that visor too.
The art style is not compromised by the Purrfect Audio gag attachment.
If the art style were to be compromised, it would be in the form of cross-core including Fractures content to be crossed into canon-core cosmetics and the inclusion of hyper-curvy and non-UNSC design aesthetics like if Halo 5’s Goblin helmet became available on the Mark VII.
