I have noticed over time that some reqs seem to be more rare than it shows. For example, I own a certificate for the wraith (uncommon) and for the scorpion (rare) but I am hardly getting any wraiths at all. I seem to be getting all scorpions. I have a certificate for the phaeton (legendary) and I am getting those more than the wraith.

It’s just luck. I get far, far more wraiths than phaetons. Hell I get more nornfangs than phaetons.
This is why I love the RNG. Spent your REQ points or cash, and you might get what you are after, or not!
