Rare REQS and Emblems

So I’ve unlocked all rare and below weapons, vehicles and armours but have 99 rare emblems left, Are they unlocked by completing commendations or are they just from REQ packs? and if they are from REQ packs is the RNG unbalanced, not giving emblems as often as other things? Just seems weird to me that Ill have to grind more silver packs just to complete emblems.

alot of rare ones are done by commendations. you know when you finished silver packs (uncommon and rae) when you start getting a RP bonus instead of a permanent

Lots of the emblems are only gained by completing commendations. (including my set emblem)
