Rare Items not Unlocking?

Hey Everybody,
I have completed all of the Rare and lower Req commendations. I started off w/ bronze again here-- got Everything from Common to Rare again and moved up to the Gold. First gold I opened, I got a rare! Even though I was getting RP from Silver packs. I went back and looked-- there are a couple rare items that are not unlocking:

Extended Mags DMR is rare and will not unlock.
Also one of the Last Dawn Skins did not unlock (i think it was the SMG… may have been DMR though. this is what unlocked through a gold pack AFTER silver was granting XP.)

anybody else experiencing this issue?

I tried to buy a silver pack this morning and it did the same thing. I know of at least one silver item I have left to gain… that ext. Mags DMR— but I am still getting 3k RP when I open a silver pack. has anybody else seen this?
