I believe it is…for now. I have a feeling that they will add higher ranks in a few months as well as more cheevos.
Lt. Colonel is the rank cap as of now. That means until Bungie raises the cap (which they will, probably sooner than later) it is the last rank. After they remove the cap there will be yet more ranks and armor unlocks!
