Ranking Question

I have a question about the rankings. Right now I’m Lieutenant Grade 2. When I hit Grade 3 and it says I need a highest skill of 20 and my highest skill is already at 21 before I rank up with I automatically be boosted up past Lieutenant Grade 3?

Sorry if it’s a stupid question I would just like to know what the answer is.
