The Elites. They are the most tactically and strategically aware.

1: hunters
2: Brutes
3: Elites
4: Skirmishers
5: Grunts/Jackals/Drone
6: Prophets.
For those putting Elites at the top, weren’t the Hunters wiping the floor with them with inferior technology when it came to ground combat?
The Covenant were almost defeated by Hunters alone; they had to resort to glassing.
I recorded the battle a few years ago. The outcome was inconclusive but it was entertaining to watch. Battle Footage.
In my experience, using the games as an example, the Elites run away too often to recharge their shields. I would think the Grunts would win, considering their sheer numbers and tenacity.
I would say either the Elites or the Hunters, Elites have access to various equipment and are the most strategic of the lot I think but Hunters are numerous, capable of shifting size and have those potent assault cannons.

- brutes (resilliance and strength)
- drones (bugs breed fast and own the air)
- jackals (sniping ability and shields)
- engineers (can fly, very intelligent)
- hunters (not that smart, but very tough)
- prophets (little fighting ability)
- grunts (stupid)
Engineers would flee…

Of the Covenant military:
- Elites- best combatants, professional soldiers, best equipped
- Brutes- savage warriors, tough, next best equipped
- Hunters- extremely tough to kill, most deadly weapons, lacking in numbers
- Jackals/Skirmishers- cunning and sly, deadly with target weapons, energy shields, though not very tough
- Grunts- high in numbers, breed quickly, well-equipped, though lack cohesion w/o a leader (Elite/Brute), not very tough, and unintelligent
- Drones- weak, poorly equipped though high in numbers
Assuming the AI don’t have Halo 2ish aimbot I’d say buggers/drones cause they’d be hard to hit, and if you scratch one some of them even have shielding. The only time you could kill them would be when they land
Unless when you said ground you meant no flying for buggers in which case hunters due to their massive shields, heavy cannons, and crazy melee.
- Elites (Sangheli)- In the orignal covenant these guys were the strongest they were as strong as the spartan II’s, that’s why they were “used” the most, I wouldn’t place Hunters over them, only in psychical strength
Brutes (Jiralhanae)- Were used in the 2nd covenant were about as strong as the elites (Sangheli)

Hunters (Lekgolo) - Psychical stength was unmatchable, titanium like body armor, but when it came to war tatic’s & other important things these guys weren’t that smart

Jackal (Kig-Yar) - Great marksmen ship, great with long range weapons, strong shield to protect them, strong when in packs, weak when alone

Drones (Yanme’e) - fast flying bug type creatures, along with the Jackal (Kig-Yar) strong in packs, when when alone

Grunts (Unggoy) - Great in pacts, weak when alone (or without leader type with them, example: Brute or Elites)

Prophet (San’shyuum) - No psychical strength what so ever, no use in fighting, used only commands for there main army to do there bidding…there only strong point was there intelligence to destroy humanity when it came to the rings (That’s why I would rank prophets as the weakest)

Grazing through this topic I just wanna say I think that Elites are deff # 1 but Jackals are being heavily underrated. They are ruthless pirates who are innovative enough. They may not be strong but stay in packs together. They do what it takes to get ahead a weakness of elites, hunters and brutes . I would compare Jackals to humans in how resourceful they are. In Cole Protocol they are willing to trade with humans cunningly to get ahead. Elites would never do that because of their honor
I’ll rank them according to physical strength only. Strongest at the top and weakest at the bottom.
Hunters
Brutes/Elites (it’s really prefrence since it can go either way with these two species. Elites have tactical prowess while Brutes have pure strength though they aren’t stupid, just more pack orientated)
Drones (i’ve placed them higher because they can board vehicles and kill you if don’t get out, so assume they are stronger than they look)
Skrimshers/Jackals
Grunts
Prophets
Engineers
