Look at this concept art for the RG. The projectile it shoots is rather small and it appears to have a magazine slot behind the trigger like the AR, DMR or BR. The Spartan Laser is already a one shot, one kill human weapon. Why add another or replace the Spartan Laser? I’m pretty sure the RG is a multishot weapon that is probably weaker than the sniper rifle.
This part might sound crazy, but the Rail Gun could function similar to the CE 3sk(with a headshot) pistol without spread, recoil or bloom. The Rail Gun would definitely not be a loadout weapon.
I don’t really think it’s going to be a power weapon either. I think it’s going to be an Assault Rifle-like weapon, maybe unlockable weapon for multiplayer.

I can see the possibility of it being a spiritual successor to the Brute Shot or Concussion Rifle. It all depends on just how explosive those rounds are. They could be like the CE pistol and not have a visible explosion, just do a lot of damage or the rounds could actually explode and knock things around like the Brute Shot.
According to BS Angel the charging time of the weapon before firing is about half the time of a Spartan Laser. I see it being used more as a power weapon, with a far less firing rate of a Brute Shot or Concussion Rifle.
The Halo 4 Rail Gun will replace the old Spartan Laser, it works a bit like a grenade launcher, it shoots a projectile that explodes and makes kinetic energy.
It can change the direction of some veichles, or pull them off a cliff.
Halo 4 seems to have redone its physics engine, meaning DMRs will no longer topple Warthogs mid-jump. This also means the role of vehicle disruption falls to other weapons, which is a great idea. The Rail Gun doesn’t have the sheer power of a Spartan Laser, but you might just blow someone off a cliff with it.
