So, I have all the Commendations, I have the Mark VI armor, yet Waypoint, as well as my Combat Record, do not acknowledge my completion of the Legendary Campaign solo.
Waypoint says I have not completed Midnight on Legendary when I know for a fact I was online when I did because I completed it right after Composer the same day (Which acknowledges my completion). I really would like to unlock this armor but I’m not going to play through this again unless I know it was my own fault and not some kind of glitch.

To unlock the Raider DSTT Torso you must first complete the campaign (all solo or all co-op) on Legendary difficulty.
To the OP, I’ve read multiple posts by people about the campaign stats being glitchy. At least you can see on your record what the problem is. The system doesn’t think you’ve completed mission 8 on Legendary. Just play it again. I know you shouldn’t have to, but like I said, the stats are glitchy at times. If you want the armor, you’re going to have to.
I see, the first thing I did when I got the game on launch day was start solo legendary so I had it done long before entering the waypoint unlock codes. Learn something new ever day.
