Because if they remove the penalty for leaving social matches, quitting would become an epidemic. You would see people leaving every match that wasn’t close until the very end.
I’m sorry, but the rules really aren’t too strict. If you don’t have 10-12 minutes to spare, don’t start a matchmaking game in Halo 5.

You should not get banned for the odd quit, if you don’t habitually quit you won’t get banned that one time you have to.
