Recently I have been losing rank in slayer even if all 3 of my partners in A 4V4 have left me as soon as I leave I lose rank.
You have to. A loss is still a loss. The system would be abused if you didn’t lose anything because teammates quit. The only thing you won’t suffer is a full 30 CSR penalty if you then decide to quit once your teammates have left. You’ll just take the normal CSR hit you’d have taken had you stayed in the game.

It’s like nothing is being done against quitters. They should just do what Valorant does with quitters where you can’t start a new game until the game you left finishes.

The first person to quit out of a match does get a penalty, or at least a strike, applied to them.
I would agree with not allowing quitters to find a new match as long as they also have the option to rejoin the match they quit out of. Sometimes you just get disconnected, and in those cases, I would love to be able to rejoin the match I left without getting penalized.
