Really enjoyed JIP into a losing game for 5 seconds. No, not really. That game had 8 quitters.
In two sentences or less what would you do to minimize, (I realize it can’t be eliminated) habitual quitters.

I’ve noticed people quit in warzone after losing the central point in the beginning of the match. What’s ht ebig deal that you have to quit? Just help take it from the enemy team or take their armory.
At least you suffered for like 30 secondes. This is better than 15 minutes against farmers 
Quitters should lose a good amount of XP and RP for each game quitted.
Also, is there a ban for the quitters in Warzone ? Or is it only for arena ?
For habitual quitters, put a huge red unhappy emoji face
on their heads, shame them so people know they can’t finish a game.
As someone who gets randomly kicked to the main menu on a weekly basis, this is a terrible idea.

Some of the players, want easy wins, and quit at the first sign of adversity. There is another thread going around where an onyx level player is complaining that he doesn’t get to smash lower level players in “social”. It transcends skill level.
I honestly think the best way to stop quitters is to actually have accurate skill based matchmaking. Matchmaking has been horrific over the last few months. I have it selected to balanced…yet I’m still consistently the lowest ranked player on either my team or the lowest rank IN THE GAME. I’m seriously tired of seeing that I was playing Diamond and Onyx ranked players as a Gold 5 in the PCGR. Make the games closer skill wise, making the games more competitive, less quitters.
I believe that the biggest factor when it comes to quitting is whether or not players enjoy losing. I know it sounds odd, but it makes sense: if players enjoy the game for the sake of playing the game, they’ll be less likely to quit than those who only enjoy the feeling of beating the enemy team. Halo 4, which I did play more extensively than most people on this forum (given how much people dislike it on here), was fun for me regardless of whether or not I was winning. Same thing goes for Halo Reach, though I did see a few more quitters on average than in 4 (I wasn’t around in the Halo scene before Reach, so I can’t say anything about CE-3). And there are certain aspects of Halo 5 that make it difficult, especially in Warzone (cough Spawntrappers cough), that make it far less enjoyable for the losing team than in previous Halo titles. And while I can’t honestly think of a way for 343i to reduce that problem to a reasonable level without punishing someone, even those who deserve it (cough those already mentioned cough), perhaps there might be a way to change the perception of losing in Warzone or Arena to a less “utter domination” kind of thing to a more neutral viewpoint. If players think they’ll enjoy the game regardless, they just might stay.
The current system is probably the closest thing to a perfect system. At least for social and Warzone. When players quit, JIP restores balance, but sometimes the JIP sucks. It would be nice to payout guaranteed 2k or 3k for anyone who JIP, that way it’s something considered lucky or fortunate.
I think the ban system in place is good enough. If Microsoft put that in place to whereas it effected your rep, ppl will turn to other sources of gaming (PS4/Nintendo/PC) do to the flawed Rep system. Also not to mention they can’t tell the difference between disconnect/quitting, I would be done and switching to PC if I got put into the avoid me tier because of a few disconnects.
