Quick Question in regards to campaign

In the second cinematic in the Halo Infinite campaign, John 117 preforms a scan of the wreckage of Zeta Halo and the surrounding area. To then receive the signal of 0 alive friend tags in the area. And yet- there are marine squads on the ring you know the location of from a FOB and need to go save?

Doesn’t make sense…

The scan he did was a “near field” scan - i.e. in the immediate vicinity of the Pelican. It did not cover the Halo ring.

What’s really mind boggling is how are there surviving marines, yet all the Spartans we’ve encountered have either been slaughtered in the field, or captured, interrogated, and tortured to death.
