Haven’t read the book, but i’m reading the plot summary.
So this Osman guy is against the Arbiter? I don’t get it. Why are the humans helping boths ides?
And the arbiter’s side is losing?
ONI is trying to spark civil war between the Elites so humanity can get organized while the Elites are busy fighting, then they’d go in and wipe them all out.
Osman is a girl, and was a spartan II who did not fully go through the augmentation phase. She was fixed up by admiral pragnosky (sp). She hates halsey, and has orders to make all sides of the covenant weak. Ultimately to crush them to save humanity.

wtf? Why would they do that if the arbiter wants peace with the humans?
I wouldn’t say Osman is against the Arbiter, she, like Pangnosky just wants to keep the Sanghelli in check.
Osman and Kilo-Five is basically creating a civil war among the Covenant. While Osman is helping Tel’cam, she can’t afford for Tel’cam to win because he would regroup the Covenant to strike back at Humanity, so she has to provide aid to the Arbiter (or Hood does so that they keep can keep there cease fire treaty). She can’ t afford for the Arbiter to win because then he would reunite the Sanghelli and they could face a threat from them or either side might find the other Forerunner rings (possibly an arms race), regardless of how good or respected the Arbiter is.
The whole point is to keep the Covenant in check while Humanity rebuilds and gets better tech. Covenant seems to be doing the same thing to Humanity on that Insurrectionist planet.
ONI doesn’t want Peace, the UNSC probably couldn’t care, Hood and Arbiter are very well respected among there kind and too each other and fighting isn’t in eithers best interest.
The Arbiter is not the ruler of Sanghelios, he’s just the ruler of his keep. Think of a keep as a country. Jul M’dama is the ruler of another keep who wants to destroy humanity and is pissed at the Arbiter for wanting to ally with humanity. ONI is essentially working behind the UNSC’s back (as per typical for ONI) as Admiral Hood (from Halo 2 and 3) is trying to form a genuine working relationship with the Arbiter and this loyal Sangheili.
So Hood does not know what ONI’s doing?
No Hood knows, he’s well informed by it all by Pangnosky. But he and ONI have different agendas, he’s not willing to jepordize the treaty or agreement that he has with the Arbiter.
Lol. So basically humans are fighting humans?
Since hoods helping the arbiter and parts of the ONI are helping the other side.
